If both the Vengeance and the Enterprise were travelling at warp, the Vengeance shouldn't have been able to hit them with phasers. Photon torpedoes are said to travel faster than light, whereas phaser beams aren't. According to warp travel theory, though, starships move inside a warp bubble: space itself moves FTL around the vessel while the ship inside the bubble remains essentially stationary, not travelling through space. If the Vengeance waits until it is extremely close to the Enterprise before firing its phasers, it is conceivable that the two warp bubbles overlapped. In that case both vessels would be effectively stationary in the same region of space, which would allow the phasers to function as depicted.
