A planned film titled "Maharajah" (1986) was ultimately shelved. Intended as an Indo-American production to be filmed in English, producer H Kohli (Bad Kaar) travelled to America to finalise the actors and technicians. The project was later called off.
A film called Maharaha was first begun in 1990 with Anil Kapoor and Sridevi. Jackie was initially approached for the project but he declined. The movie was to be produced by actor Rajan Sippy. Anil Kapoor wanted Manisha Koirala for the role, though Subhash Ghai advised her it was the wrong film to take. At that time the film's storyline was also different. There was talk that Sridevi wanted the title to be "Maharani". When the project was shelved, Anil Sharma started work on Kohinoor in 1992 with Govinda and Rukhsar. Music was to be by Jatin Lalit and the film was to be produced by Anuj Sharma and directed by Sanjay Sharma. The project suffered further delays. Eventually Anil Sharma revived the film under the title "Maharaja" with Govinda and Manisha Koirala. Nadeem Shravan were signed to provide the music and Anil Sharma took the director's chair.
